We are establishing our fabrication facility within the Islamabad Technology Zone (ITZ) and require a cleanroom specifically designed for this advanced node.

2. Project Scope

SAS hereby invites proposals from qualified cleanroom construction and consultancy firms for the design, construction, and, optionally, consultancy services for a 7nm semiconductor cleanroom facility in Islamabad, Pakistan.

2.1 Cleanroom Requirements

  • The cleanroom must be specifically designed and constructed to meet the stringent requirements for 7nm semiconductor fabrication.
  • The tenderer (responding company) should offer options for cleanrooms of various sizes. While specific size requirements are not finalized, SAS is interested in exploring options ranging from [ size range, e.g., 10,000 sq ft to 50,000 sq ft].
  • The cleanroom design should prioritize air quality control, temperature and humidity control, vibration isolation, and proper lighting.
  • Tenderers should specify the cleanroom class (e.g., ISO 4, ISO 5) achievable with their proposal.

Tenderers can propose for one or both of the following services:

  • Cleanroom Construction: This includes all aspects of building the cleanroom facility, including construction materials, internal finishes, installation of air handling units, filtration systems, and other necessary equipment.

In course of the next 18 months, as we transition from planning to execution, we anticipate the completion of this ambitious project that promises to put Pakistan on the global semiconductor map.


Though our endeavor is originally rooted in technology, its implications reverberate through various sectors of our economy. The establishment of SAS will allow Pakistan to create semiconductors, which are the backbone of all modern electronics—everything from smartphones to medical devices, automotive technology to industrial machinery, relies on these essential components. By facilitating local production, our facility is poised not only to bolster Pakistan’s technological infrastructure, but also to reduce reliance on imports, ultimately aiming to diminish our dependency on external financial aid such as loans from the International Monetary Fund (IMF). 


Our strategic approach involves securing initial funding and land, both crucial components for launching such a substantial project. We are actively engaged with both the government of Pakistan and the government of Punjab to secure the necessary support. This collaboration is essential; a project of this magnitude requires a solid foundation and partnership to thrive. The potential for job creation is immense, and we expect to generate hundreds of skilled jobs that will energize the local economy and uplift the population of Punjab. 


Furthermore, in the pursuit of financial support, we are exploring potential loans from national and international organizations, including the Asian Development Bank. Strategic partnerships and funding will not only enable us to realize the immediate operational needs of our startup but will also attract foreign investments, fortifying our mission and scaling our capacity. Such investments are crucial for Pakistan, especially in the wake of recent economic challenges. 


With the pioneering efforts of SAS, we aim to instigate a paradigm shift in Pakistan's technology landscape. Before this, semiconductors were almost exclusively imported, making our country susceptible to economic fluctuations and trade disputes. A local factory will establish a self-sustaining cycle of production and innovation—helping create an environment conducive to research and development. We envision SAS evolving into a technology hub, inspiring entrepreneurship and innovation across multiple sectors. 


As we embark on this monumental journey, media attention and support will play a vital role in amplifying our mission. Highlighting our efforts in national outlets such as the Media can galvanize public interest and bolster investor confidence. Approximately three million job vacancies in STEM (science, technology, engineering, and mathematics) fields remain unfilled in Pakistan, and our initiative at SAS could be a driving force in narrowing this gap by providing education and job training in semiconductor technology and manufacturing.

We plan to partner with universities and vocational training centers to develop specialized curriculums that equip students with the necessary skills and knowledge to thrive in the semiconductor industry.
